NHL: Penguins to remain in Pittsburgh

Pennsylvania governor Ed Rendell announced Tuesday morning that a deal had been struck between state and local officials and the Pittsburgh Penguins hockey franchise. The Penguins organization will formally announce the deal tonight, prior to the Penguins game against the Buffalo Sabres at the Mellon Arena. The deal will ensure that the Penguins will remain in the city with a 30 year lease on a new arena to be built in downtown Pittsburgh. The framework of the deal was constructed in an emergency meeting last Thursday in Philadelphia, when both government and franchise officials indicated that progress had been made, with the details laid out over the weekend. With the new deal, the Penguins organization would be expected to pay $3.8 million per year, as well as $7.5 million per year from both Don Barden, owner of Majestic Star Casino, and the state economic development fund. The Penguins organization has also been given the option of building a parking garage on property of the Pittsburgh Sports Authority between Centre and Fifth avenues, by contributing $500,000 per year.

The new arena is expected to cost approximately $290 million, and should be completed and ready to host hockey games by 2009. The Penguins will sign a temporary lease to keep the team at Mellon Arena until the new building is finished.

Mortgages Rules For Canadian Home Buyers To Be Tightened

On July 9th, the Department of Finance moved to tighten Canada s mortgages markets by announcing changes to the requirements for federally-backed mortgage insurance. The changes set minimum credit scores that home purchasers must meet to qualify for mortgage insurance on so-called high-ratio mortgages while restricting amortization terms to 35 years and requiring a minimum 5% down payment on mortgages insured through the Canadian Mortgage and Housing Corporation (CMHC) or other government-backed private mortgage insurers.

The tightening of Canada s mortgage insurance rules, which will take effect on October 15th, is widely seen as a measure to further tighten Canadian mortgages market and forestall the credit problems that have crippled the U.S housing market. In announcing the changes, the Department of Finance characterized them as a responsible and measured approach by the government to ensure Canada’s housing market remains strong and to reduce the risk of a U. S.-style housing bubble developing in Canada.”

, mortgages from federally-regulated lenders, including banks, credit unions, and caisses depots, must be insured where the value of the mortgage exceeds 80% of the value of the property or home being purchased or financed. Such high-ratio mortgages are insured primarily through the Canadian Mortgage and Housing Corporation, a federal Crown Corporation, but also through a handful of private mortgage insurers Genworth Financial Canada, AIG and PMI Mortgage Insurance. The federal government guarantees the obligations of these mortgage insurers to lenders in the event of their not covering the costs of defaulted mortgages.

Effective October 15th, new federal rules will require that the loan-to-value ratios for federally-backed mortgages not exceed 95%, that amortization periods not exceed 35 years and that prospective borrowers have a minimum credit score of 620 and a debt service ratio (the percentage of income that goes to servicing existing debts and housing costs) of no more than 45%. The new rules will also require evidence of the reasonableness of the mortgaged property s value and of the borrower s source and level of income.

The new rule changes come at a time when Canadian real estate markets are already cooling off. Growth in housing prices showed a very moderate 1.1% year-over-year gain in May, according to the latest numbers from the Canadian Real Estate Association, as Canadian markets and consumer expectations have adjusted in response to the constant barrage of bad news about the worst U.S. housing market slump since the Great Depression and sobering forecasts about the state of a Canadian economy that is coming to grips with escalating energy and commodity prices.

The tightening of amortization periods and loan-to-value ratios will likely have a further dampening effect on Canadian housing markets, which already have sharply increased levels of resale and new home listings. However, this dampening effect may not be felt until after October 15th when the new rules come into effect. In the short term, the move to tighten mortgage lending standards could have the opposite effect providing an impetus for Canadians to take the plunge into highly leveraged, no-money-down mortgages before the October 15th deadline.

(An October 15th implementation date was chosen to give home purchasers with mortgage pre-approvals the opportunity to exercise their options before the pre-approvals expire at the end of their usual 90-day term. Note, also, that the mortgages of existing home owners with high-ratio mortgages, amortization periods in excess of 35 years and substandard credit scores will be grandfathered under the new rules so that they will not be precluded from obtaining mortgage insurance when it comes time to refinance their homes.)

Industry feelings have been mixed about this latest move to ensure the solidity of Canada s mortgages and housing markets. Most industry analysts applaud the move to ensure that Canadian home purchasers do not get sucked into the same speculative frenzy that fueled the meltdown of U.S housing prices when the sub-prime mortgage market unraveled. Other analysts seem to be expressing the view that this is a case of too-little-too-late or mere window dressing.

Derek Holt, Scotiabank s vice president of economics, acknowledged that mortgage lending rules had been modestly tightened but noted that, The changes are more about optics.” Meanwhile, a more pessimistic analysis came from BMO Nesbitt Burn s deputy chief economist, who observed that the rule change is a bit like closing the barn door after the horse has already run down the road.”

Canada s mortgages and housing markets have not experienced the wild speculative bubble that erupted and burst south of our border, largely due to much more conservative lending practices here at home. Canadians were not privy to such innovative and speculative mortgage products as the so-called NINJA mortgages ( no income, no job, no assets), where borrowers could qualify for mortgages without adequate proof of income or employment that would enable then to afford the requisite mortgage payments, and only a small percentage of Canadians took out the sub-prime mortgages that scuppered U.S. markets. As a result, the percentage of Canadian mortgages in arrears are at the lowest levels 0.27 per cent they have been at since 1990, whereas Americans are facing mortgage foreclosures at a rate not seen since the Great Depression. This tightening of Canada s mortgage insurance rules seem to be largely a pre-emptive move to reassure Canadian markets and ensure that Canadian home buyers do not go down the same path trodden by snake-bitten home buyers south of the border.

Study tests the use of Google as an aid for medical diagnoses

In an internet-based study published today on the website of the British Medical Journal, Australian investigators tested how well Googling could help to establish a difficult diagnosis. The search results met against their criteria in 15 out of 26 cases.

Previous anecdotes of the use of Google in reaching a difficult diagnosis are presented in the paper. In a case described in the New England Journal of Medicine (NEJM), a physician diagnosed IPEX syndrome after submitting the typical diagnostic clues to the search engine. A patient’s father replied to doctor’s saying that his son had acute subclavian vein thrombosis of unknown origin: “But of course hehas Paget-von Schrötter syndrome.”

Hangwi Tang and Jennifer Hwee Kwoon Ng from the Princess Alexandra Hospital in Brisbane selected clinical cases from the NEJM blind to the correct diagnosis. They selected 3 to 5 rather specific features, searched Google, and selected the 3 disorders from the results that seemed to fit the case best. If one of those was right, Google was said to be “right”.

The scientists admit that an internet search probably works better with specific symptoms rather than with phrases such as “fever ill pain”. Also, the percentage may depend on the operating physician’s knowledge base, and the test was not double-blind.

Experts commented that the internet is not a replacement for doctors, but should be seen as a way of supporting doctors and patients. A spokeswoman for the Patient Association added that “a lot of sites are not credible. There are lots of good sites out there, but we also know that there are many that are not credible.”

Teen broadcasts suicide online

A Pembroke Pines, Florida teenager killed himself Wednesday, November 19, while broadcasting on the live video site Justin.tv. After making suicide threats and being encouraged by Justin.tv viewers and Bodybuilding.com forum members, Abraham K. Biggs, 19, committed suicide by taking an overdose of opiates and benzodiazepine, which had been prescribed for his bipolar disorder.

Biggs first began blogging about his planned suicide 12 hours before the actual event. He died after taking pills and lying on the bed in front of the webcam. After the broadcast, viewers who apparently thought it was a hoax posted messages such as “OMG”, “LOL”, and “hahahah”.

Hours later, after being alerted by viewers who had noticed that Biggs had stopped breathing, law enforcement and paramedics arrived, discovered his body, and covered the camera. The Broward County Medical Examiner’s Office has reportedly confirmed Biggs’ death.

According to Montana Miller of the Bowling Green State University, the circumstances of this case were not shocking: “If it’s not recorded or documented, then it doesn’t even seem worthwhile. For today’s generation it might seem, ‘What’s the point of doing it if everyone isn’t going to see it?'”

Biggs’ sister Rosalind was angry that neither the website nor its viewers reacted soon enough to save him. “They got hits, they got viewers, nothing happened for hours,” she said. She described him as “very happy” and “friendly and outgoing.” “On a normal day, you couldn’t really tell that he got as low as he did.” However, he did have relationship problems with his girlfriend, according to a friend.

Mental health professionals have warned about the possibility that other mentally troubled people would copy his actions. According to Dr. David Shaffer of Columbia University, “Any video showing it as heroic or romantic or glamorous could reduce the anxiety people might feel about suicide. It becomes a respectable behavior and lowers the threshold of suicide.” He and other psychiatrists recommend that potentially suicidal teens talk to others and “tell what’s going on.”

Controversial medical center demolished in Buffalo, New York

A medical center, once the site of intense controversy over abortion in the 1990s, which has been vacant for nearly 10 years, was imploded in Buffalo, New York at 6:00 a.m. [eastern time] today.

Several streets in about a 2 block radius were shut down until the implosion occurred and the dust settled. At least 200 people watched in nearby parking lots and on rooftops of buildings to get a good look at the implosion.

The ground and the walls of buildings shook as the dynamite detonated and a brief shock wave could be felt as far as 1 1/2 blocks away. Witnesses even reported small pieces of bricks and concrete falling out of some buildings, but no one was injured.

The building, owned by Kaleida Health, once housed several medical offices, including an abortion clinic. Hundreds of people protested about the abortions outside the center during the Spring of Life Movement in 1992, but other medical procedures and treatments were also part of the center’s services. It was built in 1965 and was 14 floors tall.

Kaleida Health had the building imploded so that the current Buffalo Niagara Medical Campus can be expanded. Several other major medical facilities are also in the same area including Roswell Cancer Institute and Buffalo General Hospital.

“This implosion of 50 High Street will continue the explosion of growth on the Buffalo Niagara Medical Campus. This event will ensure future opportunity for investment, development and growth,” said the CEO and President of Kaleida Health in a statement on Thursday.

Blu-ray prevails in high definition disc war

The battle between the two high definition optical disc formats, Blu-ray and HD DVD has ended after sole HD DVD manufacturer Toshiba has announced it will no longer produce HD DVD players.

In a press conference yesterday, Toshiba president Atsutoshi Nishida announced and confirmed that Toshiba will terminate the R&D plan on HD-DVD products. The key issue to force Toshiba terminating their HD-DVD R&D plan was Warner Bros., who changed their R&D plan from HD-DVD to Blu-ray on January 4.

In what is a reverse of the VHS vs Betamax format war, Sony‘s Blu-ray has come out on top with the backing of major studios and retailers such as Warner Bros. but also Wal-Mart, Best Buy, Netflix, and Blockbuster who announced they would only support Blu-ray exclusively this past month.

Even though Toshiba is currently about to change their R&D plan from HD-DVD to NAND flash drives and micro drives and plan to build two factories in Iwate, Japan, the company will provide the maintenance service on discs and players in the future 8 years.

Sony bundled Blu-ray into their PlayStation 3 game system. Microsoft’s competing Xbox 360, comes with a $200 HD DVD add-on player, whose fate is now undetermined with the demise of HD DVD. Microsoft has said they will wait for what Toshiba has to say.

Looted, possibly contaminated body parts transplanted into USA, Canadian patients

Fears of contaminated bone and skin grafts are being felt by unsuspecting patients following the revelation that funeral homes may have been looting corpses.

Janet Evans of Marion, Ohio was told by her surgeon, “The bone grafts you got might have been contaminated”. She reacted with shock, “I was flabbergasted because I didn’t even know what he was talking about. I didn’t know I got a bone graft until I got this call. I just thought they put in screws and rods.”

The body of Alistair Cooke, the former host of Masterpiece Theatre, was supposedly looted along with more than 1,000 others, according to two law enforcement officials close to the case. The tissue taken was typically skin, bone and tendon, which was then sold for use in procedures such as dental implants and hip replacements. According to authorities, millions of dollars were made by selling the body parts to companies for use in operations done at hospitals and clinics in the United States and Canada.

A New Jersey company, Biomedical Tissue Services, has reportedly been taking body parts from funeral homes across Brooklyn, New York. According to ABC News, they set up rooms like a “surgical suite.” After they took the bones, they replaced them with PVC pipe. This was purportedly done by stealth, without approval of the deceased person or the next of kin. 1,077 bodies were involved, say prosecutors.

Investagators say a former dentist, Michael Mastromarino, is behind the operation. Biomedical was considered one of the “hottest procurement companies in the country,” raking in close to $5 million. Eventually, people became worried: “Can the donors be trusted?” A tissue processing company called LifeCell answered no, and issued a recall on all their tissue.

Cooke’s daughter, Susan Cooke Kittredge, said, “To know his bones were sold was one thing, but to see him standing truncated before me is another entirely.” Now thousands of people around the country are receiving letters warning that they should be tested for infectious diseases like HIV or hepatitis. On February 23, the Brooklyn District Attorney indicted Mastromarino and three others. They are charged with 122 felony counts, including forgery and bodysnatching.
